Overview
The Authority is committed to funding training, subject to the availability of resources, under the following guidelines:
- Training Payments: These are intended to achieve new training outcomes and should not replace existing workforce training.
- Fund Allocation: Funds will be distributed based on identified needs and established priorities.
- Training-Specific Funding: Funds are for training purposes only and cannot be used for capital expenses.
Training Focus
Our funding aims to enhance skills for both entry-level apprentices and existing industry workers. Key areas include:
- Apprentices: Apprentices with an ACT Contract of Training are eligible for business skills training.
- Injured Workers: Workers undergoing rehabilitation are eligible for training to support their return to the industry.
- Existing Workers: Eligible for refresher courses, training in new fields, and management techniques related to the industry.
Applications
Employees, apprentices, employers, group training organizations (GTOs), industry bodies, associations, and registered training organizations (RTOs) are encouraged to apply for funding.

Eligibility Criteria
An Eligible Person is anyone substantially (at least 80%) performing work liable for the Training Levy in the ACT's building and construction industry. This can include employers, employees, or independent contractors.
Applicant's Responsibility
The applicant must provide proof that the individuals covered by the funding request are eligible workers, which may require a statutory declaration.
How Are Training Funds Allocated?
The Authority evaluates all applications based on the following:
- No Retrospective Applications: Applications must be submitted before training occurs.
- Skills Training: Funding will be given for training identified in the Training Plan, with consideration given to activities not explicitly listed.
- RTO Requirement: Training must be conducted by a Registered Training Organisation (RTO).
- Accredited Courses: The course must be accredited under the Australian Quality Training Framework (AQTF) or approved by the Authority.
- Training Outcomes: Each participant must have a clear training outcome.
- Participant Contributions: Participants (except for injured workers on rehabilitation) are expected to contribute to the training costs.
- Eligibility for Funding: Participants must be actively working as employees, employers, or independent contractors.
- Generic Training: Product-specific courses will not be funded; only generic courses are eligible.
Monitoring & Payment

- The Authority will monitor training costs and may set a cap on the amount funded per participant.
- The Authority reserves the right to audit and evaluate the delivery and outcome of funded courses.
- Payments may be withheld if an individual does not complete all required components of the approved training course.
