LLND Support Project
A dedicated pool of $50,000 is available to support projects that improve language, literacy, numeracy, and digital (LLND) skills for non-apprentice construction workers. Applications can be made for up to $20,000 per project to help workers gain the essential skills needed to thrive on today’s worksites.
Eligibility Criteria
- Open to employers, RTOs or organisations supporting non-apprentice construction workers in the ACT.
- Training is delivered to existing construction workers who work the majority of their time within the ACT.
- Projects must focus on improving language, literacy, numeracy, or digital skills.
- Training must be delivered by an RTO.
- Training must be delivered in real-time (online delivery is allowed with live instruction, but no self-directed training programs).
- Applications must specify how workers will be upskilled and the expected impact.
- No other government funding is available to support the specific training.
An application may be made to support a specific individual or gain pre-approval for a group of individuals over a period of time.
Application Process
Prepare your project proposal:
- Name of your organisation.
- ABN (NOTE: Applicants must be an ABN holder)
- Contact person and details (phone number, email).
- Outline over the proposed project or program of training, including:
- Specific category of TFA funding (i.e. LLND Support Project funding)
- Process of assessing LLND needs for individual candidates
- Process of assessing progress / achievement upon completion of training
- Units of competency (UoC) with national ID codes (accredited) AND / OR names of training course(s) to be delivered (non-accredited).
- Total hours of face-to-face delivery for each UoC and or training course(s) and budget required.
- Delivery model – either group or individual training according to each training course or unit of competency.
- Target cohort and predicted numbers of participants each training course or unit of competency.
- Proposed timeline and project deliverables

Additional funding may be requested via email if the full $20,000 is exhausted and funds remain within the budgeted funding.
Claims and Reporting
Once the training is successfully completed, you may claim payments by submitting:
Evidence of Completion
- Official transcript, record of results or training certificates
- Units of competency or individual training course outcomes achieved
Tax Invoice
- Application Record ID
- Participant name(s)
Outcomes Report
- Overview of achievements and key milestones.
- Challenges, risks, and solutions.
- Any feedback from individuals attending training about the impact.
Invoices must be made out from the ABN who holder initially applied for the funding.
It is the responsibility of the organisation applying for funding to confirm that all requirements of the project meet the eligibility requirements. Records confirming eligibility and pre and post assessment results may be requested for an audit by the TFA at any stage up to one year after the completion of any training.
